Lo he dicho, habrá elecciones.

0:00 But the decisions for this transformation are made here, signed here, and announced here before you first. Venezuela’s political horizon is not measured by a date on the calendar, but rather by a sequence of objectives that we must achieve: a framework of true democratic coexistence and peace, an orderly legal reform, guarantees of real conditions for fair participation for all the country’s political forces, and elections that are a solution and not a generator of irreconcilable conflicts. I want to talk to you about these actions today. I will first tell you what has been done and what remains to be done.

0:51 It is more honest to admit we are halfway there than to celebrate a goal not yet met. In January, I called for a profound transformation of the justice system that will rebuild trust and restore credibility in institutions. I also announced an amnesty law to help heal the wounds caused by years of confrontation between brothers. A major national consultation is underway today for criminal justice reform. A consultation that seeks to listen to everyone in order to build a fairer, more humane, transparent and impartial justice system that leaves corruption, procedural delays and the criminalization of poverty behind.

1:40 We recently agreed with the European Union on technical assistance to move forward in this direction. We have also requested the collaboration of the Office of the United Nations High Commissioner for Human Rights. In February, the National Assembly unanimously approved the amnesty law that I proposed to the country. To date, almost 9,000 people have benefited from this initiative, putting an end to criminal proceedings arising from the confrontation in which we were immersed. More than 1,000 people have been released as a result of the application of this law and the review of other cases not provided for in it.

2:27 In September, I said something that is not easy to say from this position: that the law against hate had been applied abusively. I asked for it to be reformed to eliminate the criminal sanctions provided for in this instrument, strengthening its educational nature. Last week, the National Assembly presented the reform and the Supreme Court declared the constitutionality of this initiative. I ask the National Assembly to carry out a broad and inclusive consultation process with all the sectors involved in order to hold a wide-ranging debate on this proposal. Once this law is enacted, the justice system will have to review the cases of people prosecuted under this instrument.

3:20 This is not the end of the road. Measures pointing in this direction will continue to be taken and I invite independent organizations to verify each of these steps in total freedom and transparency. The Constitution is the framework for everyone's actions. Violence is not the way to resolve the controversies that arise in a society. We all have the right to think differently, without fear of reprisals of any kind.

3:54 I have instructed the security forces that no person shall be arrested without a court order, except in cases of flagrant commission of a crime. The responsible exercise of politics is guaranteed for everyone. The doors are open. Peaceful protest is a constitutional right, and the exercise of that right must be accompanied by respect for the physical and moral integrity of our security personnel. The vast majority of Venezuelans are convinced that the solution to our problems can only be found through dialogue, coexistence, and encounter among ourselves.

4:42 For this reason, at the beginning of the year, I invited representatives from various sectors of society to join the program for democratic coexistence and peace and from there build consensus around issues of national life. The doors of this program continue to be open to everyone. In October, the third round of the political dialogue between representatives of the 2015 National Assembly and the national government was held in Caracas. The agenda focuses on political guarantees for all participants in the upcoming electoral processes, on the reform of the Supreme Court of Justice, and on the recovery of resources for post-earthquake socioeconomic assistance. It's not just a photo-op dialogue; these tough issues can't be resolved in a day.

5:40 Economic actors also have a space for dialogue to achieve specific objectives that will allow for a significant productive boost and continue on the path of sustained economic growth. I have instructed the valuation of non-essential assets in the hands of the State that can be offered to the private sector or returned to their former owners. This is already well underway. Private property is a right protected and guaranteed by our Constitution. Likewise, we have approved a law to optimize procedures that has already borne fruit, including the process of simplifying, modernizing and digitalizing SENIA.

6:26 This economic dialogue has also resulted in the signing of 61 hydrocarbon contracts with national and international investors under the parameters of the new hydrocarbons law and 44 more agreements are under negotiation. Important negotiations are also underway in mining, gold, aluminum and other sectors. I would like to dwell on a space for dialogue that is still vital for the country, aimed at social justice for our workers. A dialogue table is underway to reach labor consensus with the participation of the country's main trade unions, business chambers and the national government. In this regard, I would like to announce that in 2027, income increases for the country's workers are planned for four periods, and in no case may they be lower than the economic growth of each preceding quarter.

7:32 A true dialogue within society requires that all voices be heard, that freedom of expression be exercised responsibly, and that information flow truthfully and objectively. For this reason, we continue to reestablish access to news portals that were subject to administrative measures as a result of the confrontation experienced. I ask the country's communicators to be responsible and to respect the rights of citizens. At the same time, I ask the media, both national and international, not to stigmatize the image of Venezuela, its nationality, or its national identity. When I said at the United Nations that legality was the way, it was not just a phrase, it was a method.

8:25 Venezuela will not jump into a void. We are going to use the laws and institutions that exist to improve them. This process will lead us to the formation of an electoral power that is accepted by all. will lead us to guarantee the rights of citizen participation and the guarantees of democracy within political parties. Those who are out of power can request these reforms that we have been promoting and have the right to ask for them.

8:57 But signing a reform, moving an institution, bringing together those who for years have not sat down or spoken at the same table, that can only be done by someone who knows the state in depth. I know it from the inside. I have been a minister in different areas, chancellor, executive vice president and today I am acting president. I know what I am doing. A transformation of this magnitude.

9:23 If it is not led by someone with experience and real capacity to execute it, it will remain a role. And Venezuela has already had too many roles. I come from the system that we are transforming and changing, I do not hide it. I turn that background into a strength to drive the changes that Venezuela needs. And the measure of that is not my words, it is concrete and verifiable actions.

9:52 I confess that the decisions we have made and those that we must make are not easy. For some, this is giving in too much and for others it is moving forward too little. Between these two tensions, we govern and we have chosen a path that will reach a good end with firm steps. Many wonder about election times. I have said it, there will be elections, all those mandated by our Constitution, organized by a renewed electoral authority and with the world as our witness.

10:33 I repeat, the election should not be a problem or make us go back to times of confrontation that no one wants anymore. I know that many of you hear all this and think about other concerns, such as the electricity issue, salaries, and health. You are right. A country with better laws and institutions is of little use if the results do not translate into a concrete improvement in the quality of life of Venezuelans. To the workers who have asked for salary increases, you have the right to demand them and I hear you.

11:12 To the families who continue to rebuild their homes after the earthquake of June 24, the reconstruction does not stop and every month is done, where and when. That your child may return, that the lights stay on, that the salary suffices. That is rebirth. I'm not telling you that it's here, I'm telling you where we're going and how we're going to prove it. There are those who think differently than me and my government, this transformation is also yours.

11:46 I'm not asking you to change your mind. I'm asking you to judge by the facts and come to the table with the same rules for everyone. To those who accompany us: Nothing that's built is lost. What works is protected and what's wrong is corrected. Sovereignty is not negotiable.

12:08 We cooperate with everyone, but we decide in Venezuela. It's worth believing again for young Venezuelans. These reforms are so that when it's time to decide the direction of the country, they find institutions and not rubble. For those who are far from home, returning will always be voluntary, dignified, and with guarantees. Whoever decides to return will find a country that welcomes them with open arms, with respect, with their documents in order, and with job opportunities.

12:43 We are building a country that is worth returning to. Venezuelans, I ask you to measure me by the facts. Less fighting, more solutions. May God continue to bless this country. May God always be with us.

13:01 A hug to everyone.
