The American, el trabajador estadounidense.

10:06 Y especialmente no a estafadores extranjeros.

No me eché atrás entonces y ciertamente no me echaré atrás ahora.

Tu dinero no te protegerá.

Deberíamos priorizar a nuestros trabajadores primero.

42:50 Bueno, yo ciertamente he escuchado algunas de esas llamadas.

0:00 Americans, because we are taking very concrete actions to reduce H1B and H - 1 visa fraud that we have been tracking over the last few months. I want to give a special thanks to Andrew Ferguson, Stephen Miller, and of course Todd Blanche, our great Attorney General, who are standing behind me. Uh, a special shout-out to Secretary of HHS Xavier Becerra, who has been an incredible partner in the anti-fraud task force. Thanks to Kit’s hard work, we have uncovered about 20 billion dollars in fraud just within his department, and he has secured more than 200 convictions in just the last 5 months. So, he has been one of our true stars on the anti-fraud task force, and of course, the DOL IG, Anthony Desposito.

0:39 They will all speak, and then you can ask us some questions, but here is the basic problem: something we have been working to fix in the Trump administration for a long time. The H1B visa program is meant to allow companies to bring in truly the best of the best from outside the United States of America for positions that are completely impossible to fill with American workers. Unfortunately, the program has been filled with fraud in recent years, probably in recent decades. And here is the basic game that American and foreign corporations will play. They will say — maybe they will put an ad in a small-town newspaper — they will come out and say we have advertised a position at our company and no one is responding.

1:23 And they will use that lack of response to then replace American workers with what are effectively indentured foreign servants. And I will talk about that in a second, but these are not people who are entering the United States of America. These H1B visa holders, with all the rights of an American citizen or an American employee, are coming in and being mistreated by their employers and used to drive down the wages of American workers. Now, there are two ways this system fundamentally works. The H1B visa is how people enter the United States in the first place, and then a PERM program lets employees stay.

1:57 So, after a couple of H1B re-application cycles, companies will apply for a PERM. Which will allow the employee to stay, get a green card, and potentially stay in the United States indefinitely. So, if the H1B visa is how people enter the country, the PERM program is how they stay in the United States to begin with. Now, there has been no company in the United States, unfortunately, that has abused this system more than Microsoft. And let me give you a couple of statistics on this.

2:27 So in the last year, Microsoft — and I want to be clear about the data here, so let me double-check this — but Microsoft laid off 6,000 U.S. workers last year. At the same time, the company benefited from 6,300 H - 1B visas and nearly 3,000 green cards. In other words, if you do the math, for every worker Microsoft laid off, they replaced that worker with one and a half foreign indentured servants. Now, that is an outrageous system that we have allowed in this country for too long, but thanks to the work of this task force and the empowerment of the President of the United States, we are going to stop it.

3:05 Because, thanks to an ongoing investigation, we have decided to suspend the PERM program for Microsoft, which means they will no longer be able to apply, uh, their... they will no longer be able to take those H - 1Bs and apply for permanent resident status within the United States of America. Now, our message to Microsoft and any other corporation, foreign or domestic, is quite simple. Obviously, we want them to thrive in the United States of America. We want people to invest in the United States of America, particularly in the American tech sector.

3:35 We are the biggest drivers of your industry. We want you to continue growing and employing many people, but we want you to employ American workers. And so, our message to Microsoft is, " You are a great American company, but you must hire great American workers. " " You cannot fire American workers and then replace them with foreign indentured servants. " And I want to talk a little bit about that.

3:56 When I say indentured servants, this is what I mean. When someone comes in on an H - 1B, they are completely, they are completely beholden to that company. If they lose that job, they have to leave the country. So, if you think about the basic idea of an American constitutional Republic, where we bring in people who are fair and equal citizens of the United States of America, they are not controlled by their employer; but you bring in people and basically tell them that if they step out of line, if they get too uppity on the job, not only will they lose their job, but they will be deported back to their country of origin.

4:29 Those people are not full citizens, and that is why those people are earning wages that are far below the average for American citizens. The second thing I want to say about that is that this fraud is not only facilitated by the companies themselves, but it is in some ways facilitated by these foreign outsourcing firms, these firms that help corporations apply for and find candidates for H - 1B visas. They are commonly called the witches, the four main outsourcing companies. And these companies are as complicit, or perhaps more complicit, in visa fraud than any American corporation.

5:05 And here are the basic facts. If you are working on an H1B visa in the United States of America, you are making $ 20,000 less than a US citizen hired in the same position. If you were brought in by one of these foreign outsourcing firms, you are making $ 48,000 less than a US citizen in a similar position. So I'm sure everyone here understands the game that is being played. You bring in indentured servants from abroad, you fire American workers, and if you're a corporation, you make a lot of money by lowering American workers ' wages, replacing them with people who, frankly, shouldn't be in the United

5:42 States of America to begin with. Uh, this is a terribly pernicious system. It has gone on for too long, and we would all encourage Congress, by the way, to do something about it, but there are things within our authority under the law, our regulatory authority as an administration, to fix this problem. And that is exactly what we are going to do. I want to make one last announcement here because while we see a lot of fraud with H1B visas, we also see a lot of fraud with J1 visas.

6:08 And this is where some of the most elitist universities in America bring in foreigners, again, to drive down the wages of American residents. Now, there are nine universities in particular that we believe deserve an investigation. Those universities are Harvard, Yale, Stanford, Brown, the University of Pittsburgh, UC Davis, Caltech, Arizona State, and MIT. And what we see is that when you employ an American worker as a graduate student, as a researcher, they earn about $ 8,000 more than someone brought in on a J1 visa. And what is important, these universities are using J1 visas for federally funded grants at a rate of approximately 61 %.

6:48 The national average is 38 %. So something strange is going on at these universities. They are overusing these visas. They are using them to drive down the wages of American graduate students and researchers, and it simply has to stop. Let me make one final point before I yield the floor to Kit.

7:03 This is a fundamental insult to the American worker and the American way of life. We cannot allow visa programs that were designed to ensure American corporations had access to the best and brightest to be used to drive down the wages of American workers. Now, it is one thing if you want to bring in a person like Elon Musk. I think 99 % of US citizens see someone like Elon Musk or Lisa Su, uh, the CEO of AMD, and they say, " Obviously, if that person wants to come and build something great in the United States of America, we support that.

7:36 " But if you are bringing in an accountant who makes $ 40,000 a year and you use that, a foreign worker hired for $ 40,000 a year to replace a US worker making $ 70,000 a year, you are not bringing in a genius to build a great American corporation. You are committing fraud against the American people and against this visa program. It has to stop, and thanks to the work of this task force and again the empowerment of the President of the United States, we are doing something to stop it. Once again, I would urge Congress to reform this program.

8:07 It is very clear that it is not working as it should, but we have tools in the administration to make this program work better for the American people. We could do much more if Congress were willing to collaborate, and again, we extend an invitation to both Democrats and Republicans. If you want the H1B visa program to stop being used to defraud the American taxpayer and to lower the wages of American workers, get to work and we will help you. But we are going to do everything we can in the meantime to ensure that the program works as it was designed to work. And with that, I want to yield the floor to our great Secretary of Labor, Kate.

8:41 Go ahead. >> Well, thank you Vice President Evans for the task force and to all the members of the task force for the incredible work we do together. Because of this task force, the Department of Labor has uncovered $ 22 billion in visa fraud, but today we are protecting something much more valuable than any amount of money. We are protecting the American worker. The Department of Labor is taking historic steps by closing the pipeline of systemic fraud.

9:11 The fraud that has flooded our country with foreign labor at the expense of American workers. It starts with universities and companies that have become visa mills, promoting foreign workers who have lied about their qualifications to take jobs away from our dear American workers. But these foreign workers don't come here just for the job. Employers have facilitated this process through fraud, prioritizing foreign labor over American workers. And the fraud does not end with getting the job.

9:44 This job becomes a path for foreign workers and their families to remain in America permanently and eventually become US citizens. And who pays for all of that? The American, the American worker. This administration knows that American workers are the best and brightest in the world. These jobs that were stolen from them should have gone and now will go first to Americans, not to foreigners, and especially not to foreign scammers.

10:09 And today, thanks to President Trump, the Vice President, and the task force, we are cutting the head off the snake. The companies that have allowed this abuse for decades due to ongoing criminal investigations led by Labor Department Inspector General Anthony D. Esposito, who will go into this shortly. I am suspending some of the world's largest IT outsourcing companies from the permanent labor certification program: Cognizant, Infosys, Tata, Wipro, HCL, and Capgemini. And also due to multiple active federal investigations, the Department of Labor is suspending Microsoft and Adobe from the program.

10:49 What does this mean? We will not accept or process any new pending permanent labor certification applications involving these companies. Since 2009 alone, these companies have requested nearly 3 million foreign workers. They have received more than 230,000 H1B visa approvals and more than 100,000 permanent labor certifications. Those are hundreds of thousands of jobs that were taken away from American workers.

11:20 Our historic action is the critical first step to stop fraud and abuse and ensure that these programs are never at the expense of the American worker. Under President Trump's leadership and thanks to Vice President Pence and this task force, we are putting an end to the fraud that has fostered dependence on foreign labor. President Trump's Department of Labor will ensure that American companies now look first to the most talented workforce in the world, and that is the American worker. Thank you. And now I invite Attorney General Blanch to the stage. >> Thank you very much, Kate, and congratulations on your recent confirmation.

11:58 So, this announcement today should send and does send a strong signal to every employer in the United States that the Trump administration will not tolerate discrimination against American workers. For too long, employers have used tactics like, as you just heard from the Vice President and Secretary Sunderling, to protect and in some cases prefer foreign workers for all kinds of job opportunities. These practices have excluded American workers from the economy of their own country, and have made it harder for both recent college graduates and experienced workers to get a fair shot in the job market and a fair wage. But no more.

12:44 I want to thank the Department of Justice, the people who work in the Civil Rights Division, and the Department of Labor and the Office of the Inspector General. You will hear from the Inspector General in a moment and also from the other members of the task force who have worked so hard over the last few months to get to where we are today. Uh, and let me just make it clear, if it isn't clear, that the Department of Justice, my department, is actively investigating companies that do this, that favor foreign workers over the American people. The American people have spoken loud and clear. And a company, even including Microsoft, Adobe, or any other, discriminates against an American worker in favor of someone from the other side of the world.

13:25 That company has violated the trust of the federal government and the American people and will be investigated. This problem has affected Americans for generations, but it is especially important for highly talented young people who cannot find work because their potential employer may be involved in these types of improper and nefarious practices. I want to thank the Vice President and Secretary Sunding for their leadership on this matter. It is an honor to be part of an administration that takes this issue seriously. The issue of favoritism toward foreign labor is something no one should ignore, and we at the Department of Justice will continue to do our part to ensure that does not happen.

14:04 Thank you very much. Now I turn the floor over to Stephen Miller. Thank you very much. >> Good morning, everyone. Thank you, Mr.

14:16 Vice President, for your leadership, not only on this issue but in all the work the anti-fraud task force has done. Since President Trump launched the anti-fraud task force and put the Vice President in charge, our worst fears about the fraud that had been occurring in this country were surpassed. Fraud that has been occurring for years, decades, in some cases, generations. The Vice President and his team have exposed historic volumes of food stamp fraud, daycare fraud, Medicaid fraud, healthcare fraud, social security fraud, every type of fraud you can imagine that steals from and betrays American families and workers. Today is no different.

14:59 What the task force and its partners in law enforcement have uncovered is systemic immigration fraud that violates the laws and statutes of the United States to harm American workers and the labor force. The H - 1B program and the program related to it have explicit legal mandates that must be followed. It requires people, for example, to have a unique and highly specialized occupation as an example. However, in case after case, we see individuals being brought into the country for skills that are not specialized, not unique, and not qualified, and who are doing jobs currently performed by American workers, but at a much lower wage. If you go back a few decades in this country, this was a topic that our media commonly covered.

15:47 In fact, there is a famous special that was done by Mike Wallace on CBS probably almost 30 years ago when this program was starting, documenting and detailing these abuses. If you remember in 2015, when President Trump first campaigned for president, he had American workers at his rallies in good middle-class jobs with pensions who were fired and forced to train their foreign replacements as a condition of their severance. A phenomenon that is widespread and well-documented. And again, thanks to this task force, this type of illegal conduct has been exposed, detailed, documented, and has resulted in concrete federal actions. I think one of the important things I would like everyone to take away today is that America is blessed with some of the most exceptional talent that has ever existed in the history of the world.

16:40 Our own American talent. This has been true since the day our country was founded. Go back to the Wright brothers and the journey into the skies. The industrial base that powered us during World War II, the genius of American space flight and aviation. Local American talent has been at the center of one revolution after another.

17:02 As the Vice President said, we always welcome and bring to this country individuals who have exceptional gifts to share with our country. But what we do not and cannot do is crush and kill the dreams of millions of young people in middle and high school who want that first step on the ladder, but cannot get it. Mid-career workers who have dedicated their lives to a company and receive a 2 - week notice just because someone else somewhere in the world is willing to do the job 20, 30, 40, 50 % cheaper than them. And much of the reason they can do it so much cheaper is that they can then return to their home countries in the future and they are living in a country where the average wage is 1 or 2 or 3 dollars a day . Taking half of an American worker's salary is still a raise in their home country.

17:52 The last thing I want to say is that a lot of attention has been paid to how President Trump has secured the southern border of the United States, which is the most significant security achievement in American history. In other words, from the most open border to the most secure in the span of days, nothing has matched that since this country was founded in terms of a security achievement. But what President Trump has done to fix and reform the immigration system more broadly is equally astonishing and impressive. He completely fixed and repaired the refugee program, tackled the visa overstay problem for the first time, and created a worldwide program to ensure people comply with and obey the rules of their stay. For the first time, he cracked down on birth tourism, something that has been a plague and an embarrassment for years.

18:39 He addressed the issue of immigration from terrorist safe havens and dangerous nations with travel bans and restrictions. He has applied the public charge standard for the first time to ensure that people coming to this country do not seek or depend on welfare. He has addressed systemic fraud in all the different visa programs that exist — generations of work done in less than 2 years. So it is true today that under President Trump, America is the only country in the world that has managed to transform an immigration system from being against its people to being for its people, and in particular in the Western world, where this has been dormant for a long time.

19:19 President Trump is the only Western leader who has delivered to the citizens of this country an immigration system that puts them first. No other Western leader has done this. President Trump stands alone. Now I would love to have Mr. Desposito, the Inspector General of Labor, come up to the stage.

19:36 Thank you. >> Thank you very much, Steve, and thank you for your leadership and commitment. Under President Donald Trump and Vice President Shad Van. Fraud is no longer dismissed as an accounting error. Fraud is a crime. Fraud steals American jobs.

19:54 Fraud fuels violence. Fraud threatens our national security. President Trump and Vice President Van understand that protecting America means supporting the men and women who wear the uniform, giving them the resources to do their jobs, and letting police be police. Together with my colleague, Secretary Keit Suunderling, I am announcing a historic investigation into H - 1B visa fraud, which involves nine major American universities. Pitt, Yale, Harvard, Stanford, Brown, Davis, Caltech, Arizona State, and Penn have been served with subpoenas.

20:38 The investigations are underway, and no one will get a free pass because their name is etched on an expensive building. The misuse of H - 1B visa classifications to avoid labor obligations, exploit taxpayer-funded programs, and undermine American workers will not be tolerated. Approximately 61 % of postdoctoral researchers and federally funded workers at these institutions are foreign nationals. American taxpayers send billions of dollars to these universities to support research and innovation. They deserve to know where that money is going and if it is being used legally.

21:25 In China and for China. The Chinese Communist Party does not need to break down the doors of American research labs if our own institutions are willing to leave the doors wide open. China is not merely an economic competitor. The Chinese Communist Party is a sophisticated adversary that is actively targeting American technology, intellectual property, and national security interests. We will investigate whether foreign influence, inappropriate financial relationships, or visa abuse are compromising federally funded research.

22:00 If an American university is breaking the law to save a dollar while exposing American research to a foreign adversary, that is not academic excellence, it is institutional betrayal. Let me make one more thing absolutely clear. I spent a career as an NYPD detective. I worked the streets of Brooklyn investigating violent criminals who thought they were untouchable. I didn't back down then and I certainly won't back down now.

22:29 I don't care how prestigious a university thinks it is. If you break the law and harm the American people, I will handcuff you myself on the university quad. I don't care how large your endowment is, how powerful your alumni are, or how many politicians you have on speed dial. As the Vice President said, no one is above the law. That is why we are establishing a visa fraud strike force, bringing together investigative expertise from across the government.

22:58 We will follow the money, uncover the schemes, and work with Attorney General Todd Blanch to prosecute the criminals. We are also launching a Labor Inspector General's most wanted fraudster list with 16 criminals who have stolen nearly half a billion dollars from Americans. To those fugitives, as Attorney General Blanch's team has said, they will find you anywhere on this planet and our results speak for themselves. Since Vice President Vance's fraud-busting task force was established, our investigations have contributed to 171 indictments, 203 convictions, 80 arrests, over 70 search warrants, and over $ 1 billion identified for taxpayers. And we are just getting started.

23:44 During my time wearing an NYPD badge, I learned that crime does not happen in a vacuum. Fraud does not end with a stolen dollar. That dollar can become a weapon in someone's hand. Narcotics that kill, a payment to a human trafficker, or resources for a foreign enemy. That is why we are investigating the connections between fraud, organized crime, forced labor, human trafficking, and national security threats.

24:09 President Trump and Vice President Pence have released the resources, empowered law enforcement, and made it clear that protecting American workers and taxpayers is a national priority. To the hardworking men and women of the Office of Inspector General, you have my full support and we will give you every tool you need to do the job. To anyone who exploits our immigration system, steals taxpayer dollars, or compromises American security, the reputation of your university will not protect you. Your political connections will not protect you, your money will not protect you. The only thing that matters is the evidence we will present in court.

24:51 President Trump demands America First, and we, this task force, are delivering. No amount is too small, no fraud is too large, and absolutely no institution is above the law. And now it is my honor to introduce the co-chair of the White House task force on eliminating fraud, Andrew Ferguson. Good morning. America is not a jobs program for the rest of the world. We did not build our institutions for the rest of the world.

25:22 We built them for Americans. Our rule of law, our system of sensible and sound regulation, our capital markets, our justice system, everything that makes the American economy thrive was not built for the planet, it was built for us, it was built for Americans. First, the fraud described today denies Americans that institution, and that is what the fraud that the task force has spent the last 9 months uncovering has consistently done. It denies Americans their own heritage. Benefits fraud denies Americans their Medicaid and Medicare benefits.

25:56 SNAP takes the food out of children's mouths. CDL fraud denies Americans safe roads. Immigration fraud denies Americans the right to decide who will be fellow citizens of their country. And this fraud denies Americans their fair wage, a sin that cries out to heaven for justice. That is why this task force is so important.

26:16 Fraud of every kind. It is a frontal assault on every institution that Americans cherish. And if we do not confront it, those institutions will continue to erode, our benefit programs will disappear. Americans will lose their livelihoods. Our roads will be unsafe.

26:32 Crime will continue to rise. Only President Trump and Vice President Vance have taken these issues seriously. They have deployed the entire federal government to stop it and that is ultimately what today is about. This is about protecting institutions that Americans built for Americans and preserving them for Americans. That is why this announcement is so important.

26:53 I also want to recognize the work of Andrea Lucas, who is the chair of the EEOC. She is the best chair of that institution since Clarence Thomas in the 1980s. On every issue that previous EEOCs refused to address, protecting white American men from discrimination, protecting American citizens from discrimination based on national origin, she has led the EEOC head-on to defend Americans from these abusive practices. She has been an incredibly valuable partner to the task force. I know she has been a very valuable partner to the Department of Justice and we are thrilled to work with her on these issues and with that I turn it back to the Vice President.

27:34 Let me just echo what Andrew just said about Andrea Lucas and of course Harmeet Dhillon, who have been incredible partners in this work and it would not be possible without them. We finally have an administration, a Department of Justice led by Todd Blanche, that is taking seriously that American citizens have rights in their own country. It seems like a novel concept, but for so long we sent a message to people, whether they were white or men or from the wrong national origin. We said we were not going to defend your rights if you looked the wrong way or did not belong to the right one. Category, no more in this administration and that is thanks to the hard work of Harmeet Dhillon and Andrea Lucas.

28:09 Let me make one final point. There is this pernicious idea, and Stephen alluded to it, which is that Americans are not good enough for the jobs in their own country. You hear people say that in subtle and sometimes explicit ways. When people say Americans won't work on farms or in certain dirty jobs, what they are really saying is that Americans won't work those jobs for poverty wages, nor should they. When you hear people say that we have to bring in foreign accountants because there are not enough American accountants, what they are saying is that there are not enough people who can do math in the United States of America, which is

28:44 absurd. When people say we need to bring in foreign information technology specialists and literally force people to train their own replacements. What we are saying is that there are Americans who cannot do those jobs and that is absurd to the American people. This visa fraud is a frontal attack on the idea that they deserve to inherit the jobs and positions in their own country. Never believe the lie that Americans are not good enough. building a future for Americans.

29:14 That is what the visa fraud tells you. It is a lie and the president of the United States does not support it, nor does anyone on this stage. Thank you. Go ahead. Go ahead. >> Thank you very much. I wanted to ask, you had some harsh words for Microsoft at the beginning of your speech just now.

29:34 However, uh, in that case, why is President Trump awarding the country's top technology medal to the CEO of Microsoft this afternoon? >> Well, as I said, Microsoft is a great American company and we have a great relationship with them. They do many important things. They also laid off 6,000 American workers while replacing them with 6,300 H1Bs. And our message to Microsoft is not that we want to harm their company, it's that we want their company to thrive.

30:03 But we want it to thrive by employing and empowering their fellow Americans. So we are going to continue to support Microsoft and have a great relationship with Microsoft, but we are also going to deny them the ability to apply for these permanent residencies until they demonstrate they are going to get serious about putting American workers first. >> Mr. President, Mr. President, Mr. President. I, thank you.

30:25 Thank you. Ah, so assuming many of these people have brought their families, this is sort of a two-part question. If they brought their families and were living on, uh, cost of living, then yes, those families were eligible for social benefits, SNAP benefits, educational benefits. If that is the case, or due to the lower cost because they were not being paid as much, is the federal government going to hold some of these companies accountable for that, to try to recover some of that money that was, basically, at the taxpayer's expense? In some cases, in fact, we have already tried to ensure that if you come to the United States of America and benefit from our very generous welfare system, you should stop doing so.

31:11 We have seen that in some of the mortgage application programs we have, we have seen that in various other programs as well. So yes, I mean, our message to those newly arrived in the United States of America, whatever program they come through, is that they should come to the United States to enrich this country, to make this country better, to participate, of course, in the institutions of American democracy. If your purpose in coming to the United States of America is to collect a check, meaning a check not for working, but from our generous welfare program, then you are not going to enrich the United States of America and we would prefer you not come here.

31:42 >> We are going to continue to examine several of these things. Again, we have already done some of this work, but we are going to continue looking for ways to recover American taxpayer money that has effectively gone to subsidize cheap labor across the United States of America. >> Thank you very much, uh, Mr. Vice President, Caracasan Nova with Lindell TV. You come from the working class and understand poverty and know the American worker better than anyone.

32:04 Where do you think the narrative that American workers don't want these jobs came from? And after that, a quick question for the Attorney General. Yes. Well, look, I think that narrative comes from a very profitable lie, because if you are an American corporation and you are paying an accountant in Southern California $ 70,000 a year, but you have the opportunity to replace that accountant with a foreign worker who makes $ 40,000 a year, then you can make a lot of money by telling American workers that they are not good enough. And that is why we have to fight this lie.

32:34 Americans are good enough to inherit the great things of their country. Americans are good enough to build a future in this great country. We cannot allow foreign or domestic companies to send a message to the American people that they are not good enough for their own nation, because when they do it, they increase their profits and depress the American spirit of camaraderie and self-determination . It is a terrible deal for American workers and we are going to put an end to it. And then go ahead and ask your question to Todo about accountability and repercussions for anyone breaking these rules.

33:09 Mr. Desposito mentioned handcuffs, which made everyone smile. Will there be arrests or what will at least be the penalties for these companies? Well, I mean, it depends on the case. So if there are criminal laws that make much of this conduct not only illegal, but a violation of criminal laws. And so, and I think there are times when, whether it is an institution or the leadership within an institution, where they, they, they can avoid criminal liability due to a settlement or something like that, and there are

33:38 other times when the Department of Justice needs to move forward and, ultimately, either by charging individuals, leaders, people who were part of it, or by going after the institutions or companies that were doing it. So yes, that is how investigations work. I cannot foresee, uh, uh, one in particular, but absolutely what Eli said is exactly right, that this is, you have to put up or shut up, you know? Empty threats are just that, they are empty. So unless we are actually going to follow through, and whether that is with prosecutions, or whether it is with civil lawsuits to recover the money and stop the conduct.

34:08 Yes, of course. We are going to do that. >> Great. Thank you, Tod. Caitlyn, >> uh, two questions. One, you said that Microsoft is being suspended from this program.

34:18 Is that temporary or permanent, or what is the future outlook for that? And, secondly, given how close we are to the midterms and you have been on the campaign trail, given that inflation, mortgage rates, and gas prices are higher than when you took office, why does this administration deserve an A plus on the economy, as President Trump says? Well, first of all, it is a permanent suspension. Uh, we have a number of tools to suspend it indefinitely, but we really want these companies to change their behavior, improve their behavior, and actually get better.

34:49 That is the goal here. We are not just punishing them for the sake of punishing them; we are punishing them because we want them to change their behavior. Uh, this, by the way, is something that applies to Adobe, but it could apply to various other tech companies as well. Stop defrauding the American worker. Stop importing indentured servants to do a job that an American worker would gladly do.

35:08 They just won't do it for poverty wages. That is the message we are sending, and obviously we have a number of enforcement tools to continue to transmit that message. You know? Regarding your question about the economy. You have to remember, Caitlyn, that we inherited the worst inflation crisis in 48 years in the United States of America. Uh, we have seen 19 trillion dollars in new investments come in.

35:28 We have seen a manufacturing boom. We have seen a boom in factory construction in the United States of America. We have seen many companies, technology companies and others, that are reinvesting and reindustrializing the United States of America. Some of those benefits take time to fully realize, you know? It takes time to build a factory, it takes time to hire the people who are going to work in the factory.

35:49 But what we have seen the president do is really reverse 40 years of economic and industrial stagnation in the United States of America. I think it is going to completely recharge the American economy. You are already seeing great benefits, but I, you know, we are going to see many more benefits in the months and years to come. And the final point on that is one of the reasons why I think we deserve an A-plus from the American worker is because we are finally reducing the fraud that deprives them of good wages and good jobs. This program has been defrauded for generations in the United States of America.

36:24 I mean, one of the most heartbreaking stories I have read was about a TEI worker, I believe in California, who had to train his foreign replacement to, as Steven said, get his severance package and then left his job completely impoverished, stripped of his sense of self and his sense of purpose. And he committed suicide the same day he left his job after having trained his foreign replacement. This is not how you treat fellow citizens in a constitutional Republic and we are stopping it and that is one of the reasons why I think we deserve high praise for the American worker, Jen. >> Thank you, Mr.

37:03 Vice President. Do you have any reaction to a United States government official, in this case a United States ambassador, asking someone to pay a debt in exchange for access to other government officials? Well, so with that hypothetical, Jen, obviously I don't love that, but you know... I don't know exactly who you are talking about, I don't know all the details. What I find with these stories is that you never want to comment in a purely abstract way because many times the details really matter and the details and the context inform the reality of the situation. So of course I don't like anyone selling access to another government official.

37:43 Certainly a high-level official, but you know, I assume you are talking about a specific case and I cannot say with confidence that the case you are talking about really reflects the way you are describing it, no offense intended, by the way, but context really matters in these things. So I would like to know the whole story before offering a real opinion. A good lesson for a politician is to never talk about something you don't have all the facts on, and I simply don't have all the facts on that. Go ahead. Yes, yes, yes.

38:09 Go ahead, Andy. >> Thank you, sir. You mentioned you want people like Elon Musk to come to this country, and that's great, but he didn't build his companies overnight. He studied here and was accepted to Stanford, one of the universities you are studying at. So, how do you decide who is the next Elon Musk and who is not?

38:27 Well, we we have a process for doing this and we've done it for a long time successfully, but also as others have mentioned with a lot of fraud. We ask one very basic question. Number one, is the person coming in filling a position that simply cannot be filled by an American worker? That is question number one. Question number two, very important, is this person a truly elite human being?

38:48 Are they really bringing a special set of skills, capabilities, work ethic, and competence? Unfortunately, what we see with most H1Bs is that they are taking someone — I'm sure in most cases a decent person — and they are using them to replace a middle-class American worker. You know, Elon Musk has obviously done many great things. We want many other people to come to the United States of America if they have truly specialized, elite skills. But that is not what the H1B visa program has become.

39:17 It has become a program of taking, for example, an accountant making a good middle-class salary and replacing them with a foreign indentured servant making something closer to a poverty wage. That is a scandal. And the fact that they are driving down the wages of American workers is a big sign that they do not have a hyper-specialized skill. You know? One of the things I am most proud of that we have done in the H1B program, we did it from the beginning, Stephen and I worked very closely on this, is that we said we wanted to impose a fee on the H1B application process and the thinking there is very clear.

39:47 If you are really bringing a truly elite, genius-level, super-specialized person to the United States of America, you are going to be willing to pay a little more to bring that person into your company. But if you are just bringing in someone who is going to drive down the wages of the American worker, which is what most H1Bs are today, then you shouldn't be bringing that person in. We should prioritize our workers first. We'll do a couple more. Yes. How do you personally define socialism?

40:14 And why do you think socialist candidates are popping up all over the country? Oh man, I, you know, I, I suppose, honestly, it's a difficult term to define nowadays because very often socialism, you know? Classically you would think that socialism is about prioritizing workers, and yet, I actually guarantee you that most of the self-proclaimed socialists running in the United States of America are going after this announcement today that is prioritizing American workers over foreign workers . I don't know what the term means anymore.

40:48 I think that in the American context, what it actually means is that you want to replace American workers with foreign workers and you want boys to play in girls ' sports. That is what unites the socialists I see running across the United States of America today. You know? It's, it's funny. In 2016, one of the most interesting things that happened was when Bernie Sanders, then of course the main socialist in the United States of America, was asked about open borders. He gave an answer that sounded similar to Stephen Miller's, where he said, " Of course we're not going to have open borders because that would displace American workers.

41:21 " It's ironic that so many of the self-proclaimed socialists running in this country love the idea of replacing American workers with foreign workers, which suggests to me that it's not really about the working class, it's about their hatred for native-born citizens . Right. I saw clearly here. Can you clarify what exactly the element of fraud is in this, is the scale, you mentioned Microsoft with the 6,300? Were they lying on those applications? Was there some law they were violating, or is it that this was a legal path through the system and you are objecting to the system?

41:58 No, we don't believe it was a legal path through the system. The nature of the fraud is fundamentally that when you apply for these visa programs, you make a couple of certifications. One of those certifications is that the person you are bringing in has a hyper-specialized, hyper-capable skill set. And clearly that is not the case. If you are just replacing an American worker with a foreign indentured servant and lowering their wages in the process.

42:22 And so the fraud is that they are making representations when applying for this program that are fundamentally illegitimate and therefore ultimately illegal. And then we'll do one more back there. >> Thank you, sir. Just, sir, just a broader question about the task force. There have been calls to investigate allegations of fraud at Planned Parenthood.

42:42 Is that something the task force is considering or is it some sort of other anti-abortion? Uh, do you think the administration will take it up after the midterm elections? Well, I have certainly heard some of those calls, I don't think we, I mean, Andy, maybe you can speak a little bit about this. I, I don't think we have taken significant steps in this task force yet, but obviously when we see credible allegations of fraud against any organization, of any political persuasion, whether it is, uh, to Anthony's point, whether it is a large or small institution, we take it very seriously.

43:12 Unfortunately, and others have pointed this out, there is so much fraud in the United States of America that we are investigating a lot of it, but it is like drinking from a fire hose because, unfortunately, the United States government allowed this to go on for too long without really checking it. So we are certainly investigating any credible allegation of fraud, but we haven't done a great deal of work on that particular issue, simply because it is something we learned about relatively recently. Alright guys, have a great day. Thank you all.

43:43 J. Bance, along with officials from the Department of Justice and the Department of Labor, presented findings from an investigation into fraud in H1B and J1 visa programs. The suspension of the PERM program was announced for Adobe and several outsourcing firms like Cognizant, Infosys, Tata, Wipro, HCL, and Capgemini. Due to ongoing investigations, it was detailed that Microsoft laid off 6,000 U.S. workers while receiving thousands of H1B visas and PERM certifications. Investigations were also initiated into nine universities, including Harvard, Yale, Stanford, MIT, and others, for possible misuse of J1 visas to hire foreign staff at a lower cost.

44:29 Authorities reported more than 200 convictions, billions in detected fraud, and the creation of teams to pursue these cases. The stated goal was to prioritize the hiring of U.S. workers and prevent visa programs from being used to replace local jobs with lower-wage foreign labor.
