¿No?

Nosotros no tuvimos padrinos.

39:11 ¿No?

Muchas gracias.

0:00 of honor from the presidential house in the company of Mr. Enrique José Riquelme Víez, founder and executive president of CO El Salvador. Special guests, please be seated. We are currently witnessing the signing ceremony of the Marco Mou Memorandum of Understanding between the government of the Republic of El Salvador and CO El Salvador. We invite those presiding over this ceremony to proceed with the signing of the memorandum.

0:26 We will begin with the signature of Mr. Enrique José Riquel Vives of CO El Salvador. Why is OOC America's number one character? Now the President of the Republic of El Salvador, Nayib Armando Buquele Ortés, will sign. We are now witnessing the exchange of folders of the memorandum of understanding.

1:49 Salvador. >> Proceed with the signing of the memorandum. We will begin with the cousin of Mr. Enrique José Riquelme Salvador. Friends of the press, ladies and gentlemen.

2:20 Today we are signing what will become, as of today, the largest investment in the history of El Salvador, the largest private investment in the entire history of El Salvador. We have said this three times already, thank God. If you recall when we laid the cornerstone of the Pacific Energy power plant, at that time we said, this is the largest investment in the history of El Salvador, it was 1,100 million dollars. And so it was. We laid the cornerstone in our government, it was built in our government.

3:14 We will now hear the words of the President of the Republic of El Salvador. Natiqu. Her Excellency the Ambassador of the Kingdom of Spain, esteemed Enrique Riquelme, founder, executive president of the Cox Group and other representatives of the company who accompany us, members of the government cabinet, friends of the press, ladies and gentlemen.

3:48 Well, today we are signing what will become, as of today, the largest investment in the history of El Salvador, the largest private investment in the entire history of El Salvador. We have said this three times already, thank God. Uh, if you remember when we laid the cornerstone of the Pacific Energy power plant, at that time we said, this is the largest investment in the history of El Salvador, it was 1.1 billion dollars. And that's how it was. We laid the cornerstone in our government, it was built in our government, we inaugurated it in our government and that was the largest investment in the history of El Salvador.

4:35 1.6 billion dollars. Then we made the agreement with Gildre, uh, uh, Gildre's Gilport, which is the Turkish company that manages the port of Acahutla and that reactivated the port of La Unión. And at that time we announced the largest investment in the history of the country because it surpassed the investment of Pacific Energy with a total investment amount of 1.6 billion dollars. So, it became the largest investment in the history of El Salvador, 1.6 billion dollars. Well, now we are announcing the largest private investment in the history of El Salvador at $ 2.9 billion, which is not only larger than the previous number one, which is now number two, but it is larger than numbers two

5:36 and three combined. If we add the EDP investment of $ 1.1 billion and the Gilport investment of $ 1.6 billion, that's $ 2.7 billion. That's still below the current Cox investment of $ 2.9 billion. It's an investment that, to put it in perspective, because that's such a big number, right? But to put it in perspective, it's 7 % of the gross domestic product.

6:07 7 % is equivalent to 7 % of the GDP to put it in relation to the size of El Salvador. And this is not only a testament to what can be achieved with private initiative, working hand in hand with the government, but it's also a clear example of where El Salvador is headed. As you all know, the World Bank recently, about a week ago, made its growth projection for all the countries in the world and El Salvador is currently projected to be the third fastest growing economy in the entire continent. We are number three in Latin America.

6:56 Well, let's hope we move up, right? We still have two and a half months to move up from number three, but right now we are the third fastest growing economy in Latin America. And we can see where El Salvador is headed. And now let's

7:42 not forget that they are also vital for establishing other companies. So, if I want to set up a company in El Salvador, I have to be guaranteed that I will have energy, I have to be guaranteed that I will have drinking water and I have to be guaranteed that I will have fuel. So, the investment that Cox is making in El Salvador is not only an investment, but it is also an enabler for other investments that will be able to come because they will no longer have the bottleneck that we currently have in our electricity generation, which is quite good compared to our Central American neighbors, but we want it to be world-class.

8:25 This will also benefit, well, it will benefit the country as a whole and the economy and, therefore, all Salvadorans; but it will also directly benefit Salvadoran families or homes, because once the new power plant is up and running, we will be able to stop depending on dirty energy sources such as bunker fuel, for example, and therefore the energy rates for Salvadoran homes will go down. And that provides an additional benefit to economic growth that people feel more. I'm lowering the rate. It's something that people feel.

9:09 And so with this, there are four major areas of investment. The first is energy storage. That's another important thing, and that is that we have a divine sun, right? El Salvador's latitude allows us to have strong sun. Uh, we have sun all year round, except when it rains, and therefore we can have quite a few solar plants that are very profitable; they work very well.

9:36 The new technology is quite good, we have the necessary latitude, so it works very well. But the solar plants only work during the day, so Cox is going to make a large investment of 300 million dollars in batteries. And that will allow all that generation or a good part of that generation during the day to also recharge the batteries so that they work at night and therefore extend the benefit of solar energy and be able to reduce the electricity bill even more. That's the first investment. It's 300 million dollars in batteries.

10:17 It will start with a capacity of 440 MW, but it will be able to expand in the future and the plan is that it will be another investment, but the plan is that in the future it could reach up to 1,000 MW, or 1 GW. Then the natural gas infrastructure, which as I mentioned, is a large investment, worth 1.8 billion dollars. And that will provide two benefits. One is the benefit of generating electricity, 380 MW, and the other is the benefit of having the first onshore natural gas storage plant, and that will allow us not only to generate energy, but also to sell

11:10 natural gas to other power generation companies or other types of industries, and even export not only energy but also natural gas to Guatemala or any neighboring country. That is an investment, it is the largest, worth millions of dollars. In addition, they are going to install their own solar plants, investing 200 million dollars, and then to generate direct energy. And then there is a plan to improve the management of water resources, water, which is, drinking water and sanitation for 600 million dollars. It is the largest investment in drinking water and sanitation in the history of the country by itself.

11:59 Not to mention all the others, which amount to 600 million dollars. That together makes the 2.9 billion dollars that we are announcing and this is part of the, if you recall, the 10 economic impulses that we launched. This is impulse number seven, which is energy. As you know, we have already talked about tourism, food, logistics, etc. And this is something that is vital for the growth of the country.

12:32 I don't know if you have seen the graph of the country's development and electricity generation. All countries, 100 % of countries, their level of development is at the same level as their level of electricity generation. There is no history in any country in the world, in any system. There is no socialist, communist, capitalist, or anything. There is no country in history that has developed its economy without producing more electricity.

12:58 It does not exist. If you look at the graph, all countries ' development depends directly on electricity generation. So, we cannot develop the country faster if we do not generate more energy. So, thanks to this, uh, immense investment by Cox in infrastructure, especially electricity, although also a small part in water, but the largest part in energy, it will guarantee that the country can grow even more, uh, than the ranking we have right now

13:32 of the third fastest growing economy in Latin America. Well, to be the first, right? That is the goal, to be the first. Uh, the fastest growing economy in Latin America, number one. Right now we are number three, God willing.

13:48 And with the help of investors and partners like Cox, we will be able to become the fastest growing economy in all of Latin America. Thank you very much. Good afternoon, everyone, dear President Buquele. What a pleasure to be here today. Members of the Government of El Salvador, ambassador, team members, and members of the press: for me, it is truly a personal and professional pleasure to be here today announcing this investment that our teams have been working on for

14:33 so long, designing, and seeing how we can truly contribute to a success story that many countries look up to, which is El Salvador. Within this, we, both the team and all the people who support the Cox group, are now almost 15,000 people behind it, and we want to be part of this success story. We want to be part of the history that has been made possible thanks to President Nayibele, and that is why we have defined an investment plan for El Salvador, which has been very well defined by the president, for investment in solar energy generation and batteries, which has a direct impact on the management, improvement, quality and price of energy in the country, where hundreds of jobs will be created, where direct investment will be made soon.

15:28 In addition, direct investment will also be made in the water sector, trying to improve the systems, quality and improvement of water distribution, followed by what I would say is a strategic part in the short, medium and long term , which is investment in CAS. In this case, and with this I will finish defining, El Salvador becomes the epicenter of gas, gas imports, and distribution for the region; Not only to generate energy, energy that is most beneficial to consumers at a price, not only because of the direct impact on quality employment in different regions, but also because this strategic investment in the imported regasification plant will allow the country to have a stable solution for growth in the coming years, long, very long term, but above all to be a pole of attraction for the industry

16:32 . As the president said, this investment is the beginning for many other investments, hopefully many more. The president can announce a fourth investment from other groups that I invite to invest in El Salvador, where, uh, it has surprised us the most. I invite the rest of the business people to come and see the opportunity to invest in the country, a great country where the work is directly executed and directly benefits the citizens, the region and surely also the companies. So thank you very much to everyone, thank you, president, thank you to your team and thank you to all who are with us here today. Let's hope there can be many more positive news stories like this.

17:28 To the media, opening the press conference. >> We'll start with Jonathan Cortés from Channel 21. >> Okay. Good afternoon, President, and good afternoon to everyone. First, I would like to ask you about this new agreement. What does the country really gain by signing this agreement?

17:47 And of course, it's also important to generate more energy in our country. >> Well, thank you very much. Well, first of all, attracting foreign investment is difficult. You're competing with 192 countries in the world. They can invest here, they can invest in another country in Latin America or Africa, Asia, Europe, and out of the 192 countries in the world, they can say, " No, I'm going to invest in El Salvador

18:17 . " That requires work, right? And that's the work we've been doing. We changed the image of our country, we turned El Salvador from being the most unsafe country in the world into the safest on the entire continent. We went from being an economy that grew less than 2 % per year to being the third fastest growing economy in Latin America.

18:41 I'm not the one saying this, the World Bank is. We went from having the worst education system on the continent to not even being the best. We are just starting with our pilot project, but with results already endorsed by PISA, the OECD, and the World Bank, we took the pilot project to the levels of Germany and Sweden. We went from having the worst healthcare system, or one of the worst healthcare systems in Latin America, to... we still have a long way to go in that area, but we have the best artificial intelligence system for healthcare, the best hospital in Central America.

19:27 We are providing care, people from abroad come here for treatment, and we will continue improving. We have other announcements coming soon that I cannot share just yet, which will also benefit the country's healthcare. We went from having nonexistent tourism to making the country, according to the United Nations World Tourism Organization, the second fastest growing country in tourism in the world. The second fastest growing in the world. That was said by the United Nations, not us.

20:00 We are the second fastest growing country in the world in tourism. We went from being the country with the fewest tourists in Central America to the one with the most tourists. We have more tourists than countries that are far ahead of us in tourism, such as Panama, Costa Rica, Guatemala, etc. El Salvador already has the highest number of tourists. We still don't have the number of revenues from tourism, because, I mean, tourists who go to other countries spend more, they have bigger hotel infrastructure and everything than ours, but we are already the country in Central America with

20:32 the most tourists. Well, we went from having minimal foreign investment to having the largest investment with 11 million, then the largest investment with 1.1 billion, today the largest investment with 2.9 billion. In other words, we are now giving figures for large investments. So, all this is part of that. Now, as I said a moment ago, apart from the investment that generates employment, that generates economic development, which is a foreign investment in itself, in this specific case, which is an investment in fuel, energy and water

21:15 infrastructure, it is an investment that facilitates or enables other investments. Factories, companies, businesses, more tourism, more homes are going to need water, they are going to need energy, they are going to need low prices; and, therefore, this investment is enabling other investments and it is also putting El Salvador on the map, because if we become the region's natural gas hub, then, therefore, ships from other countries will come to stock up or there will be lines that supply other countries and, therefore, we are going to become an energy hub for fuel. So this really is an investment.

22:01 Apart from the fact that it is the largest in itself, I believe that it is a transformative investment for El Salvador and that it will directly benefit the consumer, that is, all households. but it will also benefit our country, because it will allow us to remove that bottleneck and be able to take that other leap that we need, which is in the economic area. We continue with Kevin Montes from Diario El Mundo. >> Good afternoon, Mr. President. My question is, if they are already established, which areas will receive the direct benefit of this project and also how many people will benefit?

22:43 >> Thank you. >> Yes, this is not like an investment in one area. They were going to invest in areas. They even saw in the previous meeting areas where solar plants are going to be installed, the area where they are going to establish the improvement of electrical transmission, the area where they are going to install batteries, etc. And that does have a geographical location, but the benefit is national because the electricity rate is established at a national level. It is a controlled rate, let's say, that depends on an energy matrix and that is why sometimes the electricity rate is announced to increase or sometimes the electricity rate is announced to decrease and that rate is set for 3 months and

23:28 then it is announced again whether it will remain the same, increase or decrease. More or less like what happens with gasoline every 15 days, and with electricity every 3 months. But in this case, Cox is going to make several investments throughout the country and what that will generate is no longer having to use the expensive energy that we are using, but rather energy that is lower in price and cleaner, too. So, that will stabilize the price of energy and that will allow the entity that sets the price of electricity to set a lower price for the electricity rate.

24:12 So, everyone benefits. Maybe the plant will be in San Miguel and another plant will be in Ahuachapán or in Sonszonate, but the benefit in terms of rates will be nationwide. We continue with Lisetamaría from the News. Good >> afternoon. Good afternoon, Mr. President. Could you explain to us which sectors will be prioritized in this tremendous investment in energy and water?

24:41 Well, in terms of energy investment, as I said, the national benefit, in other words, a small house has the same percentage benefit as a giant factory, but obviously, as a private company, they can provide other direct services to companies. For example, we were talking to Enrique and he told me, " We can suddenly, since they are going to import gas, for example, for their plant, but they are also going to have a gas storage facility. " Cox is going to make several investments throughout the country >> and what that will mean is that we will >> no longer have to use the expensive energy that we are using, but >> in everyone's final rate, >> everyone is a priority, 100 %

25:42 of the country, but obviously they are going to enable other companies to establish themselves and benefit from that infrastructure. Give an example, even if someone from another country comes from Guatemala and says, " Well, I need gas and I can bring the gas from Texas or I can bring it from El Salvador, " then that company would benefit from a direct contract between them and Cox. As a country, it benefits us, in that case we would not benefit directly because it would be a company from Guatemala, right? In the assumption that you are going to make, but it is in our interest as a country that our companies grow in the same way that it is in our interest that they export, right?

26:27 Or cola champagne, that is to say, that our companies grow. That generates economic development, growth, GDP, and jobs, etc. So, it invites other entrepreneurs to invest. So, the benefit is for everyone. But of course, the company will be able to make additional contracts with private parties and there will be private benefits for those companies.

26:55 Good afternoon. We continue with Jessica García from Infovye. >> Good afternoon. This investment is already being considered by the government as a response measure to the continuation of El Niño and also as a response measure to the continuation of El Niño and also as a response to the continuation of El Niño and also as a response to the continuation of El Niño and also as a response to the continuation of El Niño. to know how this investment will impact the final energy and drinking water rates of consumers, industry and even the government sector, be it the central government or municipal governments. >> Yes. Well, the El Niño issue has affected everyone, right?

27:34 Obviously, we are no exception. In fact, we are in the range, let's say, where El Niño affects us in different ways. We are in the area where the effects of the drought are being felt by us. So, we are in the El Niño drought range and that is why we have seen less rain during the rainy season, not just us, that entire range of the world. There are other areas of the world, especially for example in the Southern Cone, where the opposite has happened and they have had excess rain.

28:04 So, on the one hand, in some parts of the world there are droughts, on the other side of the world there are floods. If you can see videos on social media showing floods in some areas of the world and droughts in other parts of the world, that is a phenomenon that the last time occurred with this intensity. It was over 100 years ago. But, uh, scientists, or at least the scientific consensus, is that it will end by the middle of next year. If that happens, let's say the effects won't be very great; we won't feel it much.

28:43 Electricity rates remain the same. Uh, food prices have gone up a little. In general, there is global inflation, but if, let's say, El Niño ends, uh, by the middle of next year, I think the effects wouldn't be great. If it doesn't end and continues or other different or worse phenomena occur, that's not the global consensus, but it could be,

29:10 uh, this rather prepares us for the future, because we are building infrastructure that will be there in 20 or 30 years. When they built the 5 de Noviembre dam, I don't know how long it was, 70 years to say something, I don't know exactly, because they built it by then, but 70 years later it's still working. These investments are investments in vital infrastructure, energy, water, transmission, gas, fuels. It's an infrastructure that will always be used. will be used in good times and will be needed more in bad times.

29:54 So, God willing, El Niño will end quickly and the world's climate will return to normal. But if it doesn't happen, we need these investments all the more because we would have to deal with a more difficult and hostile global environment; and having the infrastructure to supply other countries will benefit not only us, but also the countries in the region that will be able to supply themselves from El Salvador. That's in terms of the climate or in terms of what we can think of that could happen in the near future. Now, in terms of the rate, the rate will improve because it's

30:36 clean energy, new plants, the storage is here at home, the turbines are new. The old bunker turbines that worked before the 90s are no longer producing, they work, they get us out of trouble sometimes, but they increase the cost of energy. So, when there are generation problems, we have to turn on the old plants and that drives up the price of energy. With an investment in clean, modern, new energy of that size, That practically leaves out the generation of expensive dirty energy

31:19 and that will therefore lower the rate for everyone, the municipality, the government, housing, industry, commerce, everyone, everything. A restaurant will benefit, a home will benefit, a hotel will benefit, the government will benefit, a hospital will benefit, everyone will benefit. It is a benefit for all of El Salvador. >> Thank you. And to finish, we will leave it with Alejandro Luna, content creator from Spain. >> Good afternoon. I have two questions.

31:54 First for Mr. Riquelme. What did you see in El Salvador that makes it a point of interest for investment? And for you, Mr. President Nayib, we have a question that surely interests many people from the rest of the world and especially people from Spain. How can you change the destiny of an entire country?

32:12 Thank you very much. Yes, yes, of course. >> Thank you, Mr. President. Look, El Salvador has probably experienced the greatest transformation of any country in recent history.

32:36 We probably already talked about economic similarities that I I am almost convinced that it will happen in El Salvador, which is similar in economic terms to Singapore, right? This means that, a few years ago, it went beyond being one of the countries where crime has practically been eradicated, where tourism has increased by more than 50 % in the last year, where growth is coming where El Salvador cannot be measured by the growth of the last 10, 15 or 20 years, but rather it has to be measured by the circumstances that currently surround it. And El Salvador is destined for much higher growth than in recent years. What is going to happen is a catalyst.

33:20 And for that situation you need several things, you need financing and therefore El Salvador has gone from 3,500 points of risk premium below approximately, I don't know if I'm wrong, but around there to below 280. It is probably one of the safest countries in the region in terms of risk, uh, of course, to invest, where I predict that it will soon be investment grade and where, uh, that takes you directly to financing the cheapest for Latin America and, in addition, dollarized; something like private investors and circumstances. Add to that the investment that comes in the 10 points that the president mentioned, but especially in tourism, which is coming, in infrastructure, which is coming, Latin America has to become, with everything that has happened geopolitically, a clear industrialization due to different factors.

34:15 I don't want to keep rambling on about this topic, but it is the reality, and it also has an ecosystem in terms of the demographic pyramid that makes El Salvador a regional hub where industrialization can and should take place; but for that, for other investments, water and energy security is needed. Other securities that it already has, but now these two. And these two do not only have to be due to price, which in this case will probably also be the most competitive in terms of price in the entire region with these investments and others that I am sure will come, but you also

34:57 realize that you need quality of that energy for a certain industry that is very intensive in energy and water. And this type of investment, not only for renewable plants, with solar in this case with storage to regulate the country's electrical system and provide certainty for both citizens of regular consumption and for industry, but also quality for, uh, large industries, uh, that can transform. And I am sure that with this investment, it will continue to grow in the coming years, 10, 15 years, at double digits in this country. Therefore, I trust and want to be part of this country's history.

35:34 I feel quite proud as a businessman, and also as a fellow Spaniard just like you. I feel very proud to be here and I would like to continue being part of this success story that I am sure has only just begun. >> Thank you. >> Well, a very complex question, right? That would require many, many topics, but but to try to summarize it and put it in a somewhat concise way,

36:01 I was telling him, by the way, I was telling him Enrique, in the meeting we had before this conference, I was telling him, he was telling me how quickly everything could happen, permits, uh, there was no red tape anywhere, everything was like that, and that He, who is in many countries, because he is in how many countries... >> seven countries? In 37 countries, well, without mentioning any specific one, but 37 countries, what you see here is not seen in any of the other 36 countries. And I was telling him that this requires many things. It requires that the people have not only voted for us democratically, but that they have given us the tools to be able to make the necessary changes.

36:46 But there is also something important that I mentioned to him and that is that we have never had political sponsors. Generally, all politicians have sponsors because when you want to mount a campaign you need money and then you go to the businessmen and tell them, " Look, can you donate to the campaign? " " Yes, of course, here it is. But all the businessmen who give to the campaign, some good, some not so much, they all expect something. The corrupt ones expect some corruption.

37:16 Those who are not corrupt even expect at least a favorable public policy. Well, I vote because it suits my agenda. No, I donate, sorry, because it suits my agenda. We did not have sponsors. And to be honest, it is not that we were not there because we did not want them, it is that there were no sponsors for us.

37:41 At that time we had the left against us and the right against us. We were the, how do you say, the black sheep, right? Nobody, nobody supported us more than the people. And so for a matter of morality, ethics, and being correct, but also because that was the reality, we only owe God and the people, and it sounds like a cliché, like a slogan, but it is the reality. Nobody supported us more.

38:11 So, when I receive Three daily surveys, for me, going down one point, we have to do something. We went down one point in the survey and we have 92 because there is our boss, I mean, there is the only one who supported us and the only one who can't take away our support. A businessman can't come and say, " Oh, if you don't do this, I'll take away your support. " They never gave it to us.

38:41 So the people do. If the people take away their support, we fall. So, when a new businessman like Enrique comes, we see him and say, " Oh, he brings investment to El Salvador, he brings jobs, he brings infrastructure, he brings development, how great, welcome him, give him everything he needs. " And a local can't come and say, " Oh, no, no, don't let him in, because here I'm the one who provides that, or I'm the one who has that monopoly, or we're the oligopoly, right

39:10 ? If he brings development to El Salvador, we're going to open all the doors for him and if someone else comes, the same. So, and that's an example with businessmen, but an example with everything else as well. I think one of the main things is that the civil servant or politician must understand that their boss is the people or the citizens, if you want to call them that, or the voters, because they shouldn't answer to anyone else . For me, I think that's the first thing, trying to summarize, because there are a lot of details, but trying to summarize. The other thing is that I always hear other governments give a lot of excuses, as they are very good at giving excuses.

40:00 For example, when we talk about security, I always hear, " No, but our country is very big. And so they can't provide the security of El Salvador because we don't have it. El Salvador is small, so it's easy. " I say, " Well, if it were easy, they would have done it sooner. " Second, if it weren't, we wouldn't have been the most dangerous country in the world, literally.

40:19 Third, everything is relative. Yes, the country is smaller, therefore there is less tax base, there is less tax collection, there is less money, there are fewer soldiers, there are fewer police, everything is on its scale, right? But ultimately, for example, on the issue of security, I don't see China saying, " We are too big, we can't have security. " There is security in China. So,

40:46 when people say, " We can't do something, " and well, we are all human and we all have limitations, the only one who has no limitations is God, but we were not put there to solve them. So, I think that instead of making excuses, and this also happens to all of us in our personal lives, we all make excuses when we don't want to do something, right? It's not that, uh, I don't eat well because I have problems and I'm addicted to food or that I don't, uh, I throw trash on the street because there are no trash cans, but you go to Japan and there are no trash cans and nobody throws trash on the street. So, it's not an issue of trash cans, it's an issue of culture.

41:31 If you throw trash on the street, well, they're dirty. But people make excuses, it's easier to blame someone else, right? The blame is on who didn't put out the trash; I'm not the one who is dirty. So, that happens in personal life. It's always easier to blame someone else, the same goes for governments.

41:54 It's always easier to blame someone else. It's not that I can't because the country is too big, too big. No, I can't because I inherited this. I can't because I gave the order and they didn't listen to me. So I think that the weapon of excuses has to be removed from personal life, it's hard, and it has to be removed from governments too.

42:19 And finally, I think there's a, the third and last, I think there's a worldwide movement to destroy societies. And I'm not saying this as a conspiracy theory, because that's something else, well, we can talk about that one day. But you see, for example, when in the case of El Salvador, when they were killing 30 people a day, no one said anything, no one spoke out, there was not a single human rights organization or organization that said

43:01 , " Look, El Salvador, something has to be done. They are killing innocent people, they are killing honest people, they are raping girls, they are cutting off people's heads for not paying extortion. They find garbage bags with heads in the dumpsters. " No one said anything and they agreed not to fight each other.

43:29 They were always going to continue killing honest Salvadorans, but they were no longer going to kill each other, instead they were going to delimit their territories. This territory belongs to the 18th, this territory belongs to the Salvatrucha. And that was endorsed not only by the government at that time, but also by the church and the international community, the United States and the Organization of American States. There was not a single condemnation in the world, on the contrary, there was applause.

43:58 It was used as an example of what should be done in other countries, to the horror of Salvadorans, because all Salvadorans were horrified by it, but the international community applauded, but they didn't have enough hands to applaud. And when we did the opposite and said, " We are not going to negotiate with terrorist groups, but we are going to put him in jail, nothing more, " in Latin America, even though they are in conditions like in other countries where the prisons look like chicken coops; no, they are in clean conditions, they have food, medicine, etc. , but there the international community condemned us in unison. There was not a single world organization that did not condemn us and today, many have already stopped coordinating because they have already said, " No, it is no longer worth it.

44:48 " " No, but even today there are NGOs, multilateral organizations, etc. , that have condemned El Salvador for simply bringing security to people. And when we talk about this in other countries, I see the same thing. The same thing that happened here in 2022 is happening in other countries right now. So, I ask myself, what is the objective of all these organizations and all these international organizations?

45:21 To try to prevent crime, because if there were a concern for the human rights of criminals who have them, all criminals have rights, I have never said that they do not have them. What I have always said is: Why do they only care about their rights and not the rights of children, not the rights of the elderly, not the rights of innocent people, not the rights of honest people, not the rights of the young women they rape?

45:56 They do not have them; the ones who have rights are the criminals. And if you allow these criminals to violate the human rights of honest people, they say, " No, No, that's none of our business. No, they don't speak out, but if you avoid it, then they come out to defend them. " So, I have come to the conclusion that their job is to generate chaos, chaos of all kinds, and we can talk about almost any country in the West or in Latin America and you will see that it is the

46:34 same in all countries. It is not even a problem of... I am not going to mention a specific country, but it is not even a problem of a particular country, but rather, if you go to the one next to it and you go to the next and you go to the one in the north and you go to the one in the south, this one or this one, that one: the same policy, the same discourse, the same arguments, the same fallacies, the same dogmas, the same stubbornness.

47:01 Everyone covers their ears, we do not want to hear new things, we do not want to know what worked elsewhere. And so, I think that the third... sorry, the third recipe is not to listen to them, because they do not have the benefit of the population in their intentions; they have the opposite and you have to be brave sometimes to tell them no and that you are going to do what makes common sense and with what the people ask for, but it has to be done.

47:32 I think that is the one, that is the one. Third. President, it happened with the sister who was doing... Excuse me, she's >> yelling. Let her have the microphone.

47:51 >> You're welcome. It's just that I wanted to ask her what happened with the committee reporting that it was carrying out the cases for the session. No, no, that's not the case. We still have an exceptional regime in force. As I once said, I would love to remove it and we will do so at some point, of course, but the deception regime is like chemotherapy. We had a patient with metastatic cancer; 85 % of his body had been taken over by the metastatic cancer throughout his system.

48:27 I'm making an allegory with gangs. And so we applied a chemotherapy called an exceptional regime or something equivalent, so an analogy, excuse me. So it worked and right now the cancer is in remission. There are no homicides, no assaults, no robberies, no rapes. It's in remission.

48:51 The cancer is not affecting the body, but at the same time there are still cancer cells. Every day we catch gang members hiding, they cover up their tattoos, we find them. Suddenly in the cell phone, we see that they have gang messages, he lifts his shirt and says MS and then we grab him every day. So, if we were to discontinue the chemotherapy treatment, the cancer is going to return. Brother said they were being checked.

49:25 >> Yes, yes, yes. I wanted to ask you about that commission, about your brother's role in this commission. No, my brother has no role in any commission. I'm talking about that. >> Well, I do not know what he meant exactly, but I imagine that what he intended, which is precisely what we are doing — as I have stated in public — is that we have no intention of keeping any person who

49:48 is not actually guilty detained in jail. But all the countries in the world, all, all... I mean, I don't know, give me a random country: France, uh, in France, to give an example, well I can give another, when they capture, the police capture, they try to capture the guilty , but suddenly they capture an innocent person in France. And there is a system, first in the prosecution, where the prosecution sees if there is enough evidence about the individual and if not, The prosecution drops the charges.

50:23 That's the first way, uh, it doesn't even go to trial, it just has the prosecution say, " No, he didn't deserve to be arrested and the prosecution drops the charges. " That's the first commission there is. The second is the court system. The person goes to the court system. The prosecution says, " Yeah, look, he's guilty.

50:43 Here's the evidence. " But then the judge looks at the evidence and says, " No, it's not enough. " " And release the accused. That's the second. And the third is that there are many people who have committed crimes, but their crime was collaborating with gangs.

51:00 They deserve to be in jail, but we come from a country where collaborating with gangs was not that unusual. And if we were to capture all those who collaborated with gangs, we would have to arrest 20 % of the population. So, we have established a criterion of what level of collaboration it was. If he collaborated to bury a corpse, man, well, he almost deserves life in prison, right? But if he collaborated to, I don't know, what I'm going to say is wrong, well, that's just how our country is.

51:38 But if he collaborated in warning that the police were coming, man, they put him on the edge of the alley and he warned when the police were coming, he's guilty. Well, but how guilty is he? So we have a plan and I mentioned it the other time, I think it would benefit more or less 50 % or more Less than the prisoners in El Salvador who have collaborated with gangs with early release. In other words, he is guilty, but released conditionally, right? In other words, released with monitoring, with

52:22 conditional release. So, what we are trying to establish is that. You can call it a commission or you can call it a system, but the point is that what we want is, taking into account that we come from a country where violence was everyday and living among the gangs that were the real government of this country and the real dictatorship of this country was everyday, to take into account that these people lived under that yoke; and it is not the same to be part of those who applied that yoke to the population or simply to survive within that reality. So, yes, we are evaluating the cases

53:06 to offer conditional early release to a large number of prisoners who are guilty, who do deserve to be in prison, but in the special conditions in which our country lived, perhaps an exception can be made. with a lot of them. >> Thank you very much. We request with
